NOTICE OF PUBLIC FORUM
ON KARNAL BUNT

The U. S. Department of Agriculture will be holding several public forums to receive comments from the public concerning the Karnal Bunt Program currently being conducted in Arizona, California, New Mexico, and Texas.

Forums will be held in Washington, DC, Arizona, and California July and August, 1996.

The first forum has been scheduled in Washington, DC on Wednesday, July 17, to begin at 9:00 AM in Room 107A of the Jamie L. Whitten Federal Building at 14th Street and Independence Avenue S.W.

These forums will provide the public an additional opportunity to comment on the content and effect of the various interim rules ( 7 CFR 301-89 - March 28, quarantining Arizona, New Mexico, and Texas; April 25 quarantining California; July 5, one notice establishing rates for compensation and a second reducing the regulated areas) that have been issued since the detection of Karnal bunt in Arizona in March of this year.

Comments need not be limited to the regulations, but may also address any other aspect of the Karnal bunt program, including control, survey, and regulatory activities being conducting in the regulated areas, movement of wheat and other regulated articles from the regulated areas, the national Karnal bunt survey program, and issues related to the certification of wheat for export. Information gathered at these public forums will be considered by the Department in developing guidelines and procedures for conducting the Karnal bunt program for the 1996-1997 wheat growing season in the affected areas.

Persons wishing to comment at the Washington D.C. forum should register by calling (202) 720-2511 before 6:00 p.m. EDT on July 15. Persons attending the forum must show a picture identification. In addition to written or oral presentations made at this public forum, written comments may also be submitted to: Docket No. 96-016-8, Regulatory Analysis and Development, PPD, APHIS, Suite 3C03, 4700 River Road, Unit 118, Riverdale, MD 20737-1238.
