Subject: APHIS Seeks Comments on a Certification Program

The USDA Animal and Plant Health Inspection Service has issued an interim rule
that takes effect on May 24, 2004 and upon which public comments are sought
until June 22, 2004 which establishes "... a certification program for articles
of Pelargonium spp. and Solanum spp. imported from countries where the bacterium
Ralstonia solanacearum race 3 biovar 2 is known to occur. For more information
