New Penn State Initiative Will Support Institutions in the Developing World

Leonard J. Francl, head of the Department of Plant Pathology at The Pennsylvania State University, is pleased to announce the establishment of a library assistance program for institutions in the developing world. In cooperation with APS, the program will be supported by an endowment from the estate of Albert Hildebrandt.

Hildebrandt was a professor of plant pathology at the University of Wisconsin for 29 years and an internationally recognized authority on plant tissue culture. He was one of the earliest advocates of cell fusion as a means of incorporating new traits into a cell line, which led to the development of widely used research techniques. Hildebrandt graduated from Penn State with a B.S. degree in botany in 1939 and an M.S. degree in plant pathology and botany in 1941. He received his Ph.D. degree in plant pathology from the University of Wisconsin in 1945. He retired in 1978 and died in 2001.

The program will fund 10 institutions in the coming year. Support will include current electronic access to the following APS journals and resources: Phytopathology, Plant Disease, MPMI, and the PLANT MANAGEMENT NETWORK, which includes Plant Health Progress, Crop Management, Forage and Grazinglands, Applied Turfgrass Science, B&C Tests, F&N Tests, and the PMN Image Collections.

APS’s Office of International Programs (OIP) has been asked to identify the institutions that will be supported by the Penn State initiative. At this time, the only criterion for selection is that an institution be in a country qualified by Access to Global Online Research in Agriculture (AGORA) (see www.aginternetwork.org/en/about.php). OIP asks for your input on additional criteria that should be used to identify these libraries.

Penn State, APS, and OIP are excited about this new program. According to Francl, the program will create new opportunities for graduate education, research support, and international outreach. Ideally, the program will serve as a model for future donations and library support in the developing world. If you have suggestions for building on this program or input on how institutions should be selected, please contact either Randy Ploetz (rcp@ifas.ufl.edl) or Mohammed Babadoost (babadoos@uiuc.edu).
