The National Plant Disease Recovery System (NPDRS) was established in January 30, 2004 per mandate of the Homeland Security Presidential Directive Number 9 (HSPD-9). The directive established a national policy to defend US agriculture and food systems from terrorist attacks, major disasters, and other emergencies. The Secretary of Agriculture in cooperation with other Federal departments and agencies is directed to accelerate and expand development of current and new counter-measures against the intentional, inadvertent introduction or natural occurrence of catastrophic animal, plant, and zoonotic diseases. A NPDRS is to be implemented to ensure that the tools, infrastructure, and capacity required to mitigate the impact of high consequence plant disease outbreaks affecting economically important US food crops are such that a reasonable level of crop production is maintained.
