JOB PURPOSE: Serves as Director of Regulatory Services, a Division of Public Service and Agriculture (PSA). As Director, administers the regulatory programs in fulfilling state and federal mandates and service responsibilities to protect the state from exotic and invasive species, ensure that pesticides are used safely, regulate the structural pest control industry, verify that fertilizer and lime meet standards and labeled guarantees, conduct programs for seed and organic certification, provide diagnosis of plant pests, and ensure readiness to respond to a catastrophic event impacting the state’s agriculture. The Director recognizes that voluntary compliance with regulations is enhanced by a strong educational approach in keeping with the mission and values of Clemson University and encourages cooperation with other Public Service and Agriculture units to achieve common objectives. JOB DUTIES: 1. Administers, directs and coordinates Regulatory Services and its programs and activities. 2. Administers Regulatory Services by supervising staff to ensure that general professional and Clemson University standards of work are conducted by the Division personnel. Regulatory Services personnel will be efficient, timely, responsible and diplomatic to our regulated community and constituents of the state; performing to a high standard of work ethics; and personnel will be utilized for maximum productivity. 3. Ensures appropriate participation in state, regional and national meetings relative to plant protection, fertilizer, seed, and pesticide programs to maintain and enhance Clemson’s leadership role in regulatory policy development and implementation. 4. Serves as the final regulatory authority, under the Crop Pest Commission and the Associate Vice President for Public Service Activities (PSA), on South Carolina statutes under Regulatory Service's purview. 5. Plans and supervises the coordination of special reporting to accurately represent Regulatory Service programs, such as accountability reports and other statistical compilations requested by CU administration, outside entities and SC government. 6. Serves on the PSA Constituency Development Team to enhance and strengthen public perception and support for Regulatory Services and to positively impact legislative and budgetary issues in SC government relating to Regulatory Services. Maintain and update the list of Regulatory advocates.
Job Requirements
QUALIFICATIONS: The knowledge, skills, abilities, etc., required for this position are acquired through directly related university degree programs, training programs, workshops, conferences and on-the-job experience, and include the following • Terminal degree in an agricultural science or an appropriate equivalent discipline. • Proven leadership and experience in program administration. Special consideration will be given to experience with agricultural regulatory programs. • Highly developed organizational skills. • Ability to coordinate large complex efforts, motivating people and adjusting circumstances toward common achievable goal. • Proven communication ability that allows effective communication with state and federal agencies, the regulated community, elected officials, and the Clemson University community. • Strong interpersonal and personnel management skills, and commitment to the promotion of affirmative action and diversity. • Skill and ability to organize, plan, manage, and directly supervise a program staff for efficient and effective program implementation. • Ability to ensure sound fiscal management of self-generated, state-appropriated and grant funds, for maximum efficiency in fund utilization and compliance with all applicable policies and procedures. • Strong leadership skills and work ethic. • Team player who is loyal and willing to work toward the vision, mission, goals and objectives of CU, PSA. • Established experience in obtaining external funding. • High level of accountability for objectives. • A valid driver's license is required. Considerable overnight travel required.
